This building used to house the Road Commission, I think. It is abandoned and boarded up. Someone has decided to plant flowers here. Hooray for flowers.........
The ends of the cage have open spaces big enough for a person to reach in and spread soil and plant the little plants.
The people who have taken over the Raja Rani space have planted roses........
