Ann Arbor picks up the leaves, composts them, and sells the compost.
First a street sweeper pushes the leaves into a big pile.

This is taller than I am...........

Then a front-end loader picks them up and puts them in a garbage truck (which can compact them and haul them to the now-covered-over land fill, where they will be composted).
Three guys and some technology (and burnt fossil fuel) can move a LOT of leaves in not very much time.

I was impressed by how few leaves went onto the street rather than into the garbage truck. It helped that it was not very windy.
